What Rights and Benefits Are Available to Persons with Disabilities?
For determining disability status, the medical organization providing treatment or care refers a person for medical and social assessment if there is a persistent impairment of bodily functions resulting from illness, injury, or trauma.
Persons with disabilities are entitled to the following rights and benefits:
- Free or subsidized medical care and services. Persons with disabilities are included in the list of socially vulnerable and specific (special) population groups eligible for free or subsidized medical care and services guaranteed by the state (Government Decision No. 318-N of March 4, 2004, “On Free and Privileged Medical Care and Services Guaranteed by the State,” Annex 1).
- Free or discounted medicines. Persons with disabilities are included in the list of social groups eligible to obtain medicines free of charge or on preferential terms. Persons with Group I or Group II disabilities are entitled to free medicines, while persons with Group III disabilities may receive a 50% discount on medicines, provided they are not eligible for medicines under more favorable terms (Government Decision No. 642-N of May 30, 2019).
- Compensation for tuition fees. Persons with Group I or Group II disabilities whose status has been established indefinitely and who achieve at least the minimum passing scores for admission to state vocational education institutions, state secondary vocational education institutions, or state and accredited non-state higher education institutions offering fee-based programs are admitted with compensation for tuition fees.
- Assistive devices based on an Individual Rehabilitation Plan (IRP). Persons with disabilities are entitled to receive assistive devices based on their Individual Rehabilitation Plan, including prostheses, orthoses, crutches, wheelchairs, walkers, hearing aids, voice-generating devices, ocular prostheses, and other devices (Government Decision No. 1035-N of September 10, 2015).
