Employment Support Program

The Employment Support Program aims to introduce a unified model of state support and new instruments to promote employment among unemployed individuals discharged from compulsory military service, persons displaced from Karabakh and employable members of families recognized as socially vulnerable under the vulnerability assessment system.

In particular, beneficiaries will receive an electronic voucher worth up to 250,000 AMD. The voucher may be redeemed within six months of issuance, only once, at organizations implementing the “Guaranteed Non-Formal Education Modular Programs” published on the official website of the Ministry of Education, Science, Culture and Sports.

When employers hire individuals who have completed a course using the voucher and received a certificate of completion, they will be eligible for quarterly reimbursement of the income tax calculated on and paid from the employee’s salary, as follows:

  • For the first three months of employment: 50% of the income tax, up to 25,000 AMD per month.
  • For months four through six of employment: 100% of the income tax, up to 50,000 AMD per month.

Beneficiaries will also receive one-time financial support, if the employment relationship between the beneficiary and the employer continues:

  • After three months of continuous employment: 100,000 AMD.
  • After 12 months of continuous employment: an additional 200,000 AMD.

The program will be implemented through the Ministry of Labor and Welfare’s e-work.am platform.

The program will launch on January 1, 2027.
