Government Approves Draft Decision on the Employment Support Program

October 22, 2026

At today’s meeting, the draft decision entitled “On Approving the Employment Support Program” was approved.

The program envisages introducing a unified model of state support and new employment assistance measures for unemployed persons discharged from compulsory military service, persons forcibly displaced from Karabakh, and employable members of families recognized as socially disadvantaged under the social vulnerability assessment system.

In particular, beneficiaries will receive an electronic voucher worth up to 250,000 AMD to participate in training courses offered by organizations implementing Guaranteed Non-Formal Education Modular Programs, as published on the official website of the Ministry of Education, Science, Culture and Sport. The voucher may be used only once, within six months of issuance.

Employers who hire individuals who have completed a voucher-funded course and received a completion certificate will be eligible for quarterly reimbursement of income tax calculated and paid on the employee’s salary, as follows:

  • For the first three months of employment: 50% reimbursement, up to 25,000 AMD per month.
  • For months four through six of employment: 100% reimbursement, up to 50,000 AMD per month.

Beneficiaries will also receive one-time financial support, provided that their employment relationship with the employer continues:

  • After three months of continuous employment: 100,000 AMD.
  • After 12 months of continuous employment: an additional 200,000 AMD.

The program will be implemented through the Ministry of Labor and Welfare’s e-work.am platform.

The program will launch on January 1, 2027.
